Trying to unlock "Trigger a Socketed Spell on Using a Skill" craft - Are veiled suffixes just super rare?

Hello everyone!

I want to unlock "Trigger a Socketed Spell on Using a Skill, with a 8 second Cooldown / Spells Triggered this way have 150% more Cost" for the crafting bench.

According to the bench's UI, this mod can be found by unveiling any weapon. According to poewiki, the mod is a suffix.

I just looked up veiled weapons on trading and I don't see a single result with a veiled suffix. Are those just very rare or am I misunderstanding something?
