well dressed homeless man on aloma and saint andrews blvd

i always see this man sitting in his chair with his bags just hanging out on saint andrews blvd, right by the intersection of aloma. he always looks well dressed and clean cut and he has a british accent. for a while last year he would be working (?) in the cady way park but that has since stopped.

does anyone know who i’m talking about and/or have any information on him?
