$16,000 to clean 3 rugs

Need your advice - my 80 year old mother has 3 rugs, each valued at $12k plus. So the apartment flooded and the fancy rug merchant wants to charge her $16k to clean them. This seems criminal - is that a legit price? Probably he is scamming insurance - your thoughts would be very helpful
