4060 vs 4060 TI vs 4070

Right now I'm using a very old gaming PC which I built a while back, with a GTX 1060 6 GB and a Ryzen 5 3600. However, now I want to upgrade GPU (I would upgrade CPU as well due to the massive bottleneck, but I think the 3600 can perform alright for now, and I probably don't want to spend all that money at once).

I wanted to buy a 40 series card, but I'm not sure what to get. I was planning on getting a normal 4060 as it's $600 (NZD) which is $200 cheaper than the TI, and almost half the price of the 4070. However, I saw everyone hating on the 4060 and the 4060 TI, and the performance boost from 4060 to 4060 TI to 4070 is quite huge.

I game on a 1440p 144hz monitor, and wanted advice on what I should get. I don't want to spend too much on a GPU, but if I do get this, I'm probably not going to upgrade it anytime in the next few years. And since I'm going into computer science, I feel like I'll always use my computer so I'm not sure what to do.

(I need this PC for typically gaming, as well as making games and rendering).
