What's up with the Health Star Rating??

How on earth is this ready made pizza being advertised as a 3 on the "health star" scale? The rating system has instantly become cobblers in my eyes...not that I paid huge attention to it anyways. Was just really surprised how it rated so high with such absurd amounts of Sodium, Fat and all that sugar in a bloody pizza, insane.
