Anyone else’s baby just seem miserable all the time?

My little one is 7 weeks and he spends a majority of his time whining and crying. I’m just at my wits end here because he just never seems happy. I’ll get a few smiles here or there but it seems like he’s only content when he’s sleeping and is really disheartening. I’m doing my best to try and keep him happy and content, he naps on me for every nap, he’s fed, changed, all his needs are met and he still whines and cries. Which leads to me crying and feeling like a failure of a mom. Just looking for some advice or hopes it will get better :(
