Windows DC running RDS server as virtual machine VS. separate VM for both?

hey fellow techs...

we just acquired a client that has a brand new server : Xeon 20c / 64GB / 2 x 1TB SSD / 2 x 2TB Data drive... without getting into all the technicalities behind it, we need to produce a domain controller and a remote desktop services server from this machine...

the 2 ideas that come to mind are :

1 ) install MS Server 2019 ( i'm not 100% comfortable with running non-gui HV server yet ) on the machine, install HV, and create 2 virtual servers - 1 for the DC and 1 for the RDS

OR

2 ) install MS Server 2019 on the server, configure it as the DC, install HV and then create a virtual server that will run the RDS side

for me, i am hoping that OPTION 2 is do-able... i hate to have to waste a server license for OPTION 1 ( again, as i am not 100% comfortable with non-gui HV server ) and i feel its just a better use of the server's hardware resources...

what do you guys think? i know there are a few different / better routes to take but we only have the above 2 options to choose from so please keep that in mind! :)
