State of Grace - 1990

I have not heard of this movie before and the cast is stacked!
Sean Penn plays an undercover cop coming back to Hell's Kitchen to get in good with Flannery's crew (Ed Harris). Gary Oldman did a great job as an unhinged lacky for a low level mobster.
