Meraki Site To Site VPN with Vlan Question

I have a handful of offices running MX68's connected Site to Site VPN to our main office, with the main office being the Hub, and others Spokes.

I created two vlans in our main office. Vlan 1 (192.168.200.0/24) is our main network that desktops and servers run on, and vlan 10 ( 10.10.10.0/24 ) is for our wireless devices. It seems to be working fine internally, but someone in one of our 'spoke' offices let me know they could no longer connect to our on prem server (that resides on vlan1).

To allow these outside offices to connect to the server on Vlan 1, do I need to create a vlan on the 'hub' offices tagging their traffic as 1, to gain access to our vlan 1? Or is there a VPN setting I need to enable?
