anybody else experiencing being unable to hear ultimate voicelines?

i started noticing it yesterday after the updating to the newest patch. sometimes i dont get the audio cue for my ult or other people's. and its not that theyre dying before the voiceline goes off, the audio cue is just not happening. i specifically notice it the most with luna snow, but its been happening with other characters too. i dont really understand how to submit a bug report or i would, im not sure if its going thru or not
