Competitive Teaming Range

I was wondering if anyone knows what they mean when saying you can only team with people within 3 ranks of you once you are Gold 1 and higher. Does that mean a Gold 1 can play in a game with a Silver 1 or do they have to be Gold 3?

Just a bit confused on their wording.
