Is he frustrated?

My boy has started doing this in the last two months. He’s 11 months old and got neutered a month ago. He does this on any and every smooth surface. The fridge, the dishwasher, windows. I play with him a lot and we snuggle a lot. My boyfriend plays with him and he gets rowdy with my dog several times a day. He’s got all kinds of toys, a cat wall, trees. Any insight or suggestions are welcome.
