Bloomburrow or Horizons III?

I'm really new to Magic and looking to get my first commander decks so I can play 2 player Commander with a buddy of mine on a regular basis. But I am having a really hard time picking between the Bloomburrow decks (specifically for squirrel and family matters) or the Horizon decks (specifically tricky terrain and eldrazi).

My current plan is to invest in the 4 pack for one of the themes to get some more value out of it, but since I'm new I'm open to other suggestions as to how to best use my money since I don't know enough for single card purchases.

I got interested in Magic after playing Arena and playing a Hare Apparent deck that was super fun, but it doesn't look like there are any precons that use that card.

Any advice is welcome!

Edit: thank you everyone for your fantastic advice and quick responses!! Seriously, yall are the best. I'm gonna go with the Bloomburrow pack and wreak havoc with my adorable army. Can't wait to get hooked and watch my poor wallet suffer in the coming years.
