Can’t add friends by ID

Hi, I’m in Canada and It appears that I’m unable to add anyone by user ID and they aren’t able to add me. I’ve checked that I clicked allow others to add by my ID and they checked that their ID is correct and the one I sent is correct as well. I even deleted that account and made a new one same problem. I think it’s only started since yesterday afternoon before that I was able to search with no problem does anyone know how to fix this?
