Can I pursue any legal action?

I guess this is more of a question of IF I can pursue this matter legally, or if anyone has advice on what I can do.

Luxury Residential Condominium, operated by a property management company. 4 year employee, have not received a raise since I started. Currently the building is under construction and is estimated to take 12 months longer than expected & the project underbid by about $4 million.

During my yearly evaluation in April of 2022, my boss (property manager) told me I would be receiving a pay increase (first raise in three years) with retro pay dating back to January 2022. Fast forward to December of 2022 when the raise was reflected in my paycheck, however there was only two months of the retro pay. I *assumed* the rest of the retro would be paid to me at a later date because thats about the time where the building had to come up with another $4 million for the construction project. However my boss now claims he doesn't know anything about any retro pay other than what was received.

Obviously I have no legal grounds with this alone because its purely heresay, however all raises, bonuses, and large purchase the company makes has to be approved by the board members (board members consist of a small group of residents who live there) So if my raise+retro was approved however the funds were used for something else (such as the construction going 4 million over budget) isn't that a misappropriation of funds?

My next course of action will be to reach out to the property management company directly, or perhaps the board members.

One more thing I forgot to add - All the employees (about 35) assumed they were receiving retro pay dating from January 2022 as well. I think a total of 6 employees (mostly supervisors) received the correct raise amount + retro amount.
