2017 Leaf @ 8 bars, dealer won’t process warranty claim

2017 Leaf- 30kwhr battery - 91k miles

Hit 8 bars last week sometime- scheduled an appointment at the stealership- had them test the battery to process the claim. They tested- came back on their report with 8 bars- stated that’s normal degradation for the age/mileage of vehicle. While I agree- most leaf’s do degrade at this- the warranty states anything below 9 bars they’ll process a warranty claim. Dealership refused to begin processing a claim, because “they couldn’t”. I called Nissan USA consumer affairs hotline - for Nissan Leaf and they gave me a case number and sent my case to regional consumer affairs - which I’m supposed to hear from tomorrow. For anyone that has done the replacement/repair under warranty- does this sound normal?

Update 8.11.23: so I heard back from the regional Nissan USA corporate and explained the situation. They stated they still needed to hear from the dealer and review the technical notes. I provided all the documentation I had: battery report, dealer invoice/work order, and pic of my instrument cluster showing the 8 bars. I also put a link to the warranty and pasted an excerpt pertaining to the capacity loss section. They said they’d reach out to me again on 8.15.23.

Update: 8.22.2023 I went to another dealer last week, per other people’s advice. I was informed today that my warranty claim was accepted by Nissan USA with no ETA on replacement. Thankfully the process is started. Appreciate everyone’s help here.

In response to my Nissan consumer affairs- I heard back from Nissan Consumer affairs -last week, regarding my interaction with Dealer #1 - dealers response to my complaint was “We didn’t file a claim because the battery passed all tests” - Nissan consumer affairs is verifying with a technician that my battery would be elegible for a claim. I’ll politely inform Nissan Consumer affairs that I went to another dealer who file my claim, and that it was approved by Nissan.
