What attracts international versus domestic popularity?

Some groups like Enhypen and Kiof have a lot more popularity internationally, while others like Red Velvet and Treasure have a much larger fanbase in Korea. So I was just wondering what it is. Is it where or how they promote their music, or is it concepts? Is it just completely random?
