Is locking hand around neck grip to throw koshi guruma or taio allowed?(bully headlock)

I am wondering if a bully headlock (locking both hands around the neck if that is allowed if one throws immidiately?

This gives more power to force a broken posture when someone stiffens the neck and has it straight to then easily go for a koshi guruma or tai otoshi/kubi nage from that grip.
