Starter pc specs

I have a friend that wants to try iracing that is new to sim racing and needs a pc. I'm not familiar with iracing so looking for some opions on the setup he is looking at buying to get started.

Specs. 9700k with a 360 aio. Asrock tachi motherboard 16gig 3600 ddr4 Amd vega 56 oc gpu Phanteks case 750 watt psu 24 inch 1080p monitor Logitech g25 wheel and pedals w/ ricmotech load cell conversion.

Current owner used it for ACC before going to a newer system.

So my two questions are how will it run iracing and what is it worth as a package.
