Region locked steam key?

Hi,

I bought a copy of Outer Wilds through Humble Bundle for a friend and it says "not available in this country *purchase canceled*." I'm not in the same country as them so I've always used Humble Bundle for gifts and I've never had a problem with this before. Has something changed or is it specific to Outer Wilds or something else?
