WHO IS THIS?!?

I bought this little statuette at a thrift store a couple of years ago. I get major classic horror vibes from it.

It’s like a mix between Vincent Price, Lovecraft, Poe, and even a bit of Count Olaf.

I have yet to figure out who it’s supposed to be modelled after. Any leads are greatly appreciated.
