Question about Heroes of StarCraft Signatures

If I want the best odds of getting a StarCraft Signature from a golden pack, should I open golden TGDB packs before I buy the mini-set? I’ve seen conflicting information on whether signatures obey duplicate protection or if I have the same odds either way
