Would Infinite have succeeded?

If Halo Infinite released with the content it had now and the custom games actually worked and we were actually able to put more than one color on our spartan for free do we think it could’ve been the 10 year live service Halo game it was originally going to be? Why is it that Halo 3 was released with much less content than Infinite yet there were never complaints of it lacking any content? Was it the paid DLC’s that kept Halo 3 alive? Or was it the overall polish of the game? Just curious what people think because I personally believe although its pretty much dead I think Infinite was the closest 343 ever got to a classic halo.
