Complaint against neighbour

Hi, I live in sector 7 and couple of months back some dehatis started living in my neighbourhood and now the issue is they have started burning (uplas) which makes a hella smoke around my house. Now, we have complained about this to their landlord and there seems to be no action as they are happy just because they are getting on time rental payments.

Now I was thinking filing a police complaint but I was told that these local police will tell them where the complaint came from and it will create a conflict. What should I do in this case?

Please help.
