Is the hero 4k so bad intentionally?

I knew that you can change the resolution and framrate, but 2.7k/60fps was more than enough for me. But i cant even change the ISO? This makes every single thing filmed anywhere but in perfect conditions look terrible, and there is no reason to it as ISO is almost fully software controlled. WHY?!?
