Does nexus with inscrutable cunning allow a command point gain?

Using the nexos’s battlefield analysis ability I can use a stratagem for 0cp, but with inscrutable cunning when I target the unit with a stratagem on a 4+ I get a cp.

Does this mean when I target the nexus with inscrutable cunning’s unit with a stratagem, I can gain a command point on a 4+ and use it for free?
