How is Sandor Clegane a good person?

I've only read the books and currently reading feast of crows.

He kills the butchers boy and laughs about it, tries to rape Sansa, kidnaps Arya and says he should have raped her sister bloody.

Yes, he shows fear and had a really rough childhood, but isn't it kinda overstepping saying he is a good person because he helps Sansa once or twice?
