New Player Build Questions

I'm planning on running a heavy weapon power armor build however I'm wondering if the Gauss Rifle would be a decent weapon to use on backup or if it's going to be unusable without certain perks. This question will also extent do other weapons because I really don't know how mandatory damage perks are. Can I still kill things later on albeit slower or is it just not plausible? Thanks!
