Herring jigging from shore? How?

Hey folks, I was fishing for herring off the breakwaters in Victoria, BC and i casted a sabiki, size 10 right in the face of them school of herring, with a float, and it bobbed up and down for like 30-40 seconds, yet no fish!!!! Arghhh...

What am i doing wrong?

I havent caught a big fish last year and all i want is just some herring, and they too are not falling in my trap. :(
