Ice dragon not hatching? [Ice and Fire: Dragons]

On 1.12.2, in both single and multiplayer. The ice dragon isn't hatching from any of its eggs. The ticks until hatch in the mod options is set to 1 and the random tick speed has been set to 100, its been surrounded by ice, water, and submerged multiple blocks. Nothing seems to make it hatch. I've followed the instructions on the wiki and nothing works.
