Can someone please clarify the rules for excused absence for voting?

I thought it was up to 4 hours, only for voting. If it is finished sooner, you must return to work or take AL.

But then I was told today that I can only take that leave if my voting place is not open 3 hours before or after my shift.

Can someone please clarify?
