Are we all sleeping on Shakir?

I've read plenty of fantasy analysis hyping Curtis Samuel and some hyping Keon Coleman. But almost no consideration for Khalil Shakir as the Bills potential #1 WR in targets. I ask myself why? Shakir had a hot stretch to end the season where he seemed to have excellent chemistry with Allen. He could easily lead the WR room in targets. His competition is a rookie with a limited route tree and a free agent who has never been a #1 guy in his career (and is currently sidelined with a foot injury). I can see Allen favoring the WR he has the most chemistry with to start the season. Seems pretty enticing in PPR leagues.

I think some of the apprehension is that he is viewed as a slot only guy. I have read some pro Samuel articles that suggest that. That couldn't be farther from the truth. The guy can run both deep routes and underneath stuff. He ran a 4.4 in the combine, which isn't elite speed, but enough to get separation against most corners. He averaged 15.7 y/r and had a 86.7% catch rate last year (although on a small sample size).

Am I crazy in thinking this? Which Bills WR are you favoring?

Edit: More fuel for the fire. Cole Beasley had 3 seasons of 100+ targets under Sean McDermott and Josh Allen. 105, 107 and 112. Shakir is more talented than Beasley.
