Dune book 1, the paragraph meaning before each chapter

Hello all! I’ve watched the movies and really enjoy them so I thought I would read the books. Before each “chapter” there is a paragraph, what do those mean? Some from -from “manual of muad’dib” by the princess irulan. I’m not sure what they mean, thanks!
