Does this mean a car has been scrapped?

Last year I made the worst decision ever to sell my first car. I heard from the buyer the police took it off him because his uncle was driving it with no insurance.

Does this mean the car has been scrapped because when you search it up on vehicle tax it doesn’t show up?

If I can find it I want to buy the car back and would pay double.
