My sister's dogs are ruining my house with pee

Edit: I just wanted to let everyone know that I have laid down the rules and contingencies for staying in my home many times before and after she moved in. Part of the plan was for her to learn how to take care of herself and the dogs because we grew up in a pretty terrible/abusive home. I have felt bad for her and that's why I keep letting her stay but she's obviously starting to overstay her welcome. I worry she'll be homeless when I tell her to leave. Unfortunately she's an adult and might be making that decision for herself if she doesn't want to work with me.

My sister is temporarily living with me for the past 5 months and has 2 small dogs, one is an 11yr old Maltese and the other is a 7yr old terrier. Both of them are barely potty trained. They ask to go outside but they will 100% relieve themselves inside if they aren't taken out within a minute or two. The thing is she's lazy and lets them pee all over her(my) mattress and her rooms (MY two guest rooms). The walls and floors reek of old fermented urine.

I am now taking care of her dogs 8+ hours a day while she works. I am taking them out every 2 hours and praising/treating for going potty outside. I keep them in my office with me so they can't wander and do sneaky pees. They do good with me but when she gets home or on her days off it's back to peeing inside the bedrooms. I'm trying to train these dogs but it's like she's undoing it because she's "too tired" from working.

Also these dogs endlessy bark. They bark when they hear ANYTHING. Something as simple as me flipping on a light switch sets them off into a barking frenzy and they don't stop unless I grab them or raise my voice (not scolding more like getting their attention).

What kind of training strategies can I use to make them stop peeing inside and hopefully barking? I am worried that with the bedrooms being covered in pee they think it's fine to pee anywhere inside no matter the training I put in because they can smell it all over inside the house. I have a corgi that is very well trained and I was hoping her good example would lead them to success but now they're training her to bark like them and she's starting to pee inside near their bedroom doors. :/

Thanks for taking the time to read my long horrible post. I am willing to try anything except hiring a trainer because unfortunately we cannot afford training. I really need help :(
