She doesnt listen

My puppy 6 months old has always followed us inside when we were finished playing or other things, but lately when we call her inside she doesn't follow us. We tried her favourite toys and objects, treats and other things. Of course we stopped chasing her just in case she thinks we are playing with her and make outside time longer but still no effect. We are training her the word "come here" but it only works inside. And there isn't a specific person she listens to either. She is 6 months old so she should start her heat l, is that a symptom of that? Is she just being silly or something else? Is there any way to teach her not to run away from us when we are going home? I tried treats she doesn't even go close to them just when I put them on the ground and left ...
