So, is Frosvelgrmon considered a Velgrmon variation or not?

Frosvelgrmon is a very elusive Digimon to me, it basically isn't featured anywhere aside the V-pet and a single card in the modern TCG. I do think the etymology of its name is interesting, but why bother just adding a prefix to an existing Digimon name and not make them related?
