Pilgrimage not working!

So I went to Dreaming City, got a 4 patrol bounty and started the Pilgrimage patrol where you go to the big magnifying glass and there's a "Learn from Shuro Chi" interactable that does nothing. My quest does not progress.

I do not have the Forsaken expansion bought, but I assume I wouldn't need it, since the game let me start the patrol.

Any help with that?
