Is bloodrend attunement good? (Image not related)

Since I beat chaser for the first time I can now obtain bloodrend. So is bloodrend good like how does it rank by the other attunements on the game for both PVP and PVE? I know it’s based off of making opponents losing blood but I haven’t seen the mantras yet
