Wasting time bannable?

Hi, i just had a killer-match and the last two survivors standing just hid from me. There was three gens left but they didnt touch one of them, instead they were hiding in Lockers. After about 10 minuted of roaming the map and searching lockers i found one of them. In my books that is not participating in normal gameplay and wasting time on purpose, so my Question is if such behaviour is bannable?
