Help Activating the Panam Story

Hey guys, I’m having trouble activating Panam’s storyline following the ‘Life During Wartime’ mission. I’ve tried everything I can think of; skipping time, doing other main quests, side quests, gigs, and every strategy I’ve seen. The only problem is that all of the strategies people have done to activate the storyline are from like a year ago. I managed to activate the storyline once, but it was while I was in the middle of a quest and my phone declined her call.
