Hou Hsiao-hsien DVDs

Does anyone know why Criterion has not been able to obtain the rights to make more DVDs by Hou Hsiao-hsien? The company has produced an edition of Flowers of Shanghai, but this is the only instance of a Hou DVD in The Criterion Collection. He is considered one of the greatest modern directors and many of his films are considered part of the world cinema canon. For instance, A City of Sadness is on the 2022 Sight and Sound top 250 list. Further, 12 of his films received at least one vote in the 2022 Sight and Sound poll. (See link below.) I would love to see more films from this director in The Criterion Collection.
