China is the only country with fair regional pricing.
And while you think about it, I'll say why that is. If prices were high, they would unite, protest and boycott the company until they changed the prices to be reasonable. At the same time, keeping the game profitable in China, together with the multiple console launches creates space to raise the prices everywhere else for future DLCs and games from the publisher.
All a big financial game for a big publisher and it's shareholders.
I live in Brazil, and to be able to fully experience this game, which relies heavily on civilizations and leaders, I would have to pay R$650,00 ($105)

Applying Steam regional pricing, the incomplete base game would cost 70% of what it is (R$350,00 -> R$245,00).
Translating to US minimum wage, the full base game would cost $523 dollars
