Help with .net framework 3.5

I'm trying to install fifa 14 on my computer and it downloads just fine until it needs 3.5 .net framework. It fails to install 3.5 and gives me the error 0x800F0922. I have tried doing the .net framework cleanup utility and I have tried deleting the files for the game and reinstalling them all to no avail. Im running 8.1 right now any help would be great

Edit: thanks to everyone who tried to help. Couldn't figure it out still so I'm just gonna do a fresh install of windows
