Cpu constantly at 100 degrees

So apparenlty my CPU is constantly at 100 degrees (Celsius) but my PC never actually turns off. I can barely run any game anymore. Its not overclocked. Its the Intel Core i3 9100F. Ive applied thermal paste professionally by a friend and the issue hasnt gotten better. Should I just take my PC to a repair guy?
