16 or 32gb of RAM?

Should I go for 2x 8GB of 3600 CL16 RAM or 2x 16GB of 3200 CL16 RAM?

I'm on a budget and wondering which would be the better choice for my first ever PC. I'm on a budget and planning to pair it with a ryzen 5 5600 cpu and a rtx 3080 gpu.
