Microstuttering in all games
Here are my specs:

- 32GB DDR4 3600MHz
- Gigabyte RTX 3080 12GB
- Windows 10
- MSI z490m MoBo
- WD 500GB NVMe Main, 2TB T-Force SSD game install drive
I've been having this issue for a while, but for whatever reason when I play games I always have these small little microstutters that bug the crap out of me because Im very sensitive to changes in framerate. Sometimes I get them once every 30 seconds, other times every 5. I can't help but notice them in nearly every game I play and I can't figure out the cause of it. It can be any game from something pixelated at 720p in a window or a game running at 4K60 at max settings, makes no difference.
Here is the screenshot of a game I was running with Rivatuner where you can see the tiny micro-dip that happened during a small stutter. The weird part is when this happens the FPS doesnt actually show it dropping to 59 or anything, it stays at 60, but the bar graph shows a small dip. https://imgur.com/a/VsUpNAu
You can also see them occurring during my stream I did today as well. There's quite a few that occur back to back not long after the video starts. https://www.youtube.com/live/HkOlPKOM0rY?si=4WUjM_haAIBKOtcv&t=14470
I've tested games without anything else running yet the problem still persists. Any idea what might be causing this?
