Lips incurably dry. Any tips?

Over this past winter my skin has been freaking out, and I noticed it mostly in my hands and my mouth. My biggest issue is that the outline of my lips and a bit of the skin around it is incurable dry and painful. When I wake up in the morning they are always completely dry and has small dead skin flakes all over the surface, not in typical dry lip fashion, more like the way skin looks after a chemical peel. Whenever I apply skincare it burns my lips pretty badly, but the rest of my face is super calm and has no reaction. I also avoid eating acidic foods because it leaves a lingering burning on my lips. I’ve never experienced this in any other winter so that’s why I’m confused.

I’ve tried everything, I slather my lips in Vaseline at night. I’ve also tried slathering lanolin on, which has been really effective for me in the past, but it hasn’t seemed to get better at all. The only thing that really relieves it is cicaplast but it temporarily relieves it more than it heals. Is this just a case of winter air drying out my lips, or could this possibly be an allergic reaction? Any advice on how to relieve this?
