(Spoilers Main) Was Jon Arryn a genius?

Even though we don't much about what kind of Hand/ruler he was, I think it's safe to say that Jon must've been a true master at playing the Game. I mean.............you don't survive 14 YEARS in King's Landing by being a mediocre politician.
