White light flashed on car on highway

Hi all,

I have sometime observed that while travelling via car on the swiss highways a bright white light flashing at me (just liike a camera flash). By the time, I can understand what is throwing the white at me, I am already past the object.

Does anyone know why is that light flashed at a car.

Note: it does not flashes on all the cars.
